The refined and careful decoration of this handle once joined to a bronze shallow dish or patera precludes it being from a kitchen utensil. Dishes with well cast handles found at Pompeii are sometimes thought to have been used in a bath context, but it is also possible that they were used in temples as sacrificial offering dishes.
